Rockford grew and expanded its boundaries it came in direct contact with Cherry Valley. Since that time there have been land control related issues between the two municipalities. Ultimately these "issues" culminated in a boundary agreement between the two communities in 1991. The boundary agreement is scheduled to expire in August of 2011.
